The NoBigRigs580 Organization is dedicated to preserving Oakland neighborhoods by opposing the removal of the truck ban on I-580. We mobilize community efforts to fight against lobbying groups seeking to overturn this crucial regulation.

- July 2026 – This month Caltrans will be releasing the traffic, noise, and air quality analyses and racial equity assessment results of the I-580 Truck Access Study. This is a critical time for all of us to speak out and attend events and meetings to ensure that Caltrans and our elected representatives hear our voices and incorporate our feedback into their decision making. This month’s newsletter highlights multiple opportunities to get involved, take action and engage with others who share deep concerns about the possible introduction of big rig trucks to I-580, SR 13 and our local streets. Please see the July Newsletter for dates, times and locations of these various upcoming events and join us.
Our goals are to:
- Protect ALL Neighborhoods instead of expanding the harm from truck traffic.
- Reduce Pollution at the Source, by promoting health and sustainability over truck traffic, and invest in cleaner solutions.
- Improve safety on I-580 instead of introducing noise, vibration and safety issues associated with truck traffic.
- Lobby CalTrans to include ALL affected communities in their Truck Ban Study.
- Lobby CalTrans to adequately address the inadequacies of I-580 infrastructure to accept truck traffic.
- Make sure that our political representatives are aware of the threat to the existing protection that the truck ban provides for our health, safety and environment.

Overview
CalTrans is currently conducting a Study to determine if it should lobby the State Legislature to allow trucks on Highway I-580. Before I-580 was built, affected local residents gave permission to CalTrans to build I-580 only if no trucks were allowed and It has remained that way to date. The I-580 truck ban prohibits trucks over 4.5 tons from using a specific segment of the freeway, primarily to address safety and public health concerns in nearby communities.
Background of the Truck Ban
The truck ban on I-580 has been in place for over 60 years, originally implemented to mitigate the impact of heavy truck traffic on local neighborhoods. The ban specifically prohibits trucks weighing over 9,000 pounds from traveling along I-580 between Foothill Boulevard in San Leandro and Grand Avenue in Oakland. Exceptions are made for passenger buses and paratransit vehicles.
Current Studies and Evaluations
The California Department of Transportation (Caltrans) is currently conducting the I-580 Truck Access Study to evaluate the potential impacts of lifting this truck ban. The study aims to assess how removing the ban would affect safety, traffic efficiency, and public health equity for communities along the I-580 and I-880 corridors. This study is particularly significant as it seeks to address longstanding concerns about traffic patterns and pollution in the area.
Future Considerations
The results of the I-580 Truck Access Study are expected to inform future decisions regarding the truck ban. Community engagement and feedback will play a crucial role in determining whether the ban will be lifted or maintained, as local residents express concerns about increased truck traffic and its potential effects on safety and air quality.
For Bay-O-Vista residents, allowing trucks on I-580 would be devastating for our community – greatly increasing traffic, noise, pollution, heath issues, accidents, etc. on I-580. I-580 does not run through an industrial area – it runs through diverse communities with residential homes and schools. In comparison, the Industrial Area and the Port are all along I-880 where trucks are allowed.
