CITIZENS FOR A SAFE AND VIBRANT SAN LEANDRO

What is the Measure?
This is a Citizen-Led Voter Parcel Tax Initiative with strong taxpayer protections to ensure accountability and timely completion of projects.  Accountability is driven by the requirement for a qualified outside project manager to oversee the timely completion of projects, public reporting, and an independent citizen oversight committee.  Funds generated from this measure will be restricted to voter-approved purposes specifically called out in the measure only.   

This measure will provide funding to:

  • Repair and reopen Lake Chabot Road
  • Repair and improve San Leandro’s most damaged roads and streets
  • Replace and repair fire stations that are not seismically safe
  • Restore the historic Casa Peralta building
  • Repair the Marina Community Center, which is partially closed due to mold
  • Fund Neptune Drive flood prevention upgrades
  • Improve the Bay Trail and other parks and trails

Fixing infrastructure earlier helps avoid much higher repair costs later.  This measure helps address the larger infrastructure repairs that need dedicated funding.  Most of the existing City budget goes to fund ongoing services.

How Does it Work?
The Parcel Tax measure raises funds through a $.018 cost per square foot for residential parcels.  Multi-family and commercial properties pay a higher per square foot cost.  A low-income senior exemption is included within the measure.

Why This Matters Specifically to Bay-O-Vista?
The Parcel Tax measure gives our community a real opportunity to finally secure the funding needed to repair and reopen Lake Chabot Road – a critical evacuation route for our residents.  It will also improve our City’s community facilities, parks, roads and seismically unsound fire stations which improves overall safety, quality of life and the value of our property for all San Leandro residents.  Unfortunately, the existing City funding sources are insufficient to address the scale and urgency of these infrastructure needs.

How Can You Help?
Thank you so much to all of you who signed the petition and worked hard volunteering to get signatures for the Citizens for a Safe and Vibrant San Leandro Parcel Tax Measure.   

Unfortunately, we were not able to obtain the required ~7,000 signatures in the 2-week period we had to get the measure on the November 2026 ballot.  But this effort was not in vain.  We learned a great deal, found out we have voter support – just not enough time to collect the necessary signatures. 

We plan to work on this important initiative in the coming months to prepare for placing this Measure on a future ballot.  More than ever, we will need your signatures on the petition and volunteers to make this happen – so watch for updates!  We will have more time to gather the necessary signatures!
